A. M. Jake Jacocks

A. M. "Jake" Jacocks Jr.

A. M. "Jake" Jacocks Jr. retired after 10 years as the Chief of Police of the Virginia Beach Police Department.  Chief Jacocks served for several years as a member of the Executive Committee and as chair of the By-laws Committee of the Major Cities Chiefs Association, and at the time of his retirement he was serving as Second Vice President of the Association, as well as a member of the Executive Board of the Virginia Association of Chiefs of Police and the Commonwealth of Virginia’s Criminal Justice Services Board.



Howard Carr

Howard Carr

The Vice President is a retired Captain of the Virginia Beach Police Department where he served for 35 years. He was an Assistant Professor of Criminal Justice (Adjunct Faculty) at Tidewater Community College for twenty-seven years, and is retired from the United States Coast Guard Reserve as a Lieutenant. He earned a Masters degree in Public Administration, a BA, and two Associates Degrees. He is well known in the community and will play a major role in the recruiting of other members of the Board once the foundation is fully operational, as well as taking the lead in fund raising.


Francis L Warren

Mike Prendergast

Mike Prendergast grew up in Virginia Beach and has been a resident for most of his life. He is married to his wife Mary and has two daughters: Lindsay and Carley. He graduated Frank W. Cox High School in 1982 and attended college in Georgia. Employed by Carter Machinery, Inc. since 1999, he is on the management team in the Power Systems Division.



William Humphrey

William F. Humphrey

The treasurer is a retired business executive with over thirty years experience in management positions with AT&T, Bivona, Cohen, Kunzman, Yospin and Berenstein, PA and American Management Systems, Inc.  He is a graduate of Vanderbilt University with a degree in Business Administraton and Economics. He is a member of the Board of Directors of the United Way of Pasco County (Florida) and serves on the organization’s Finance Committee.


Raymond Bach

Raymond Bach is a retired Master Police Office of the Virginia Beach Police Department where he served for 31 years.


Linwood O. Branch III

Linwood O. Branch is a well known Virginia Beach business leader who operates the Days Inn at the Beach and is chair of the Virginia Beach Division of the Hampton Roads Chamber of Commerce.


Sandra C. Canada

  • 1998 to 2002 – Commissioner, Virginia Alcoholic Beverage Control
  • 2010 to 2014 – Commissioner, Virginia Alcoholic Beverage Control
  • President of Canada and Associates – For past 25 years head of fundraising and Public Relations Firm
  • Consultant for Regent University Executive Leadership Series – 2002-present


Nancy Creech

Nancy Creech is President and CEO of the Virginia Beach Neptune Festival and is a well known and respected community leader. She was formerly president of Ayers Insulating & Supply Company and a founding member of Resource Bank.


Peter G. Decker, III

Peter G. Decker, III is a well known attorney specializing in criminal defense, personal injury and traffic law.  He is a member of the Virginia Beach, Norfolk and Virginia State Bar Associations and has practiced law in the Hampton Roads area for the past 17 years.


Andrea Kilmer, CPA

Andrea Kilmer is a Certified Public Accountant and the Chief Financial Officer and Chief Operating Officer for The ESG Companies, Virginia Beach.  She has extensive and diverse experience in all areas of finance and business operations, including management and development of shopping centers, residential developments, marinas, restaurants and many other ventures. 


Donald (Doc) Thrush

D. R. (Doc) Thrush is the founder and managing partner of Savant Group, LLC. He has over 35 years of experience as a Registered Investment Adviser and Financial Planner.


Francis L. Warren, Jr.

The Secretary-Treasurer is retired from the Naval Submarine Service as a Master Chief Petty Officer (E-9) and from Federal Civil Service as a GM-14 Program Manager. He is a graduate of the University of New Haven with BS Degree in Operations Management. He has served as District Governor for the Lions Clubs of Southeastern Virginia and served as President of the Lions Charity Foundation of Southeastern Virginia.
